The Position:

Position General Summary:

The Human Resource Information Systems (HRIS) Analyst identifies all reporting needs and oversees report production and data validation for Human Resource personnel, executive management, and external stakeholders. The HRIS Analyst assists with the data analysis, analytics, reporting and recommendations for all information that impacts Human Capital Management. The HRIS Analyst also serves as the main technical resource for HR systems, including the enterprise resource program, the applicant tracking and onboarding system, and all other HR systems as assigned.

Essential Position Functions:

  • Conduct research analysis using statistical software and prepare relevant research briefs for stakeholders

  • Plans, coordinates, and performs statistical analysis for basic and/or complex human capital analytics.

  • Coordinate all aspects necessary to create and maintain data files for the purposes of analyzing data and reporting information to meet critical HR priorities

  • Create spreadsheets, charts, and graphs to conduct and illustrate trend analysis

  • Transform/compile data from a variety of sources and format into data acceptable for analysis

  • Provide professional development to stakeholders on data results and the use of data for continuous improvement

  • Analyze and interpret large and complex data sets and metrics.

  • Works with stakeholders on application of data to enhance human resource performance and efficiency

  • Prepare and/or review all mandated Board of Trustees and DOE reports as it relates to Human Resources functions

  • Serve as a liaison between Human Resources and Information Technology to provide Enterprise Resource Planning (ERP) system support and analysis and to leverage technology solutions to meet the needs of HR and all users of HR information systems

  • Oversee and resolve technical issues related to the use of the ERP system and any other HR related systems as directed

  • Provide project oversight when new HRIS systems or enhancements are being implemented; to include, identifying, tracking, monitoring, and communicating on project-related issues, scope, changes, variances, and contingencies that occur during projects

  • Participate in IT and vendor status meetings for identification and resolution of issues and consideration of and evaluation of potential system enhancements and upgrades

  • Assist HR project team members with technical issues related to the HRIS system by investigating problems and developing detailed suggestions for resolution of issues

  • Assist with the development of employee training and training documents; assist in training HR Department staff and others utilizing HR systems

  • Respond to and resolve all applicable help tickets within required timelines

  • Meet professional obligations through efficient work habits such as, meeting deadlines, honoring schedules, coordinating resources and meetings in an effective and timely manner, and demonstrate respect for others

  • Bachelor's Degree in Computer Science, Information Systems, Business, Business Administration, Public Administration, or Human Resources; or equivalent combination of education and relevant experience


  • Three years' experience in HR measurement preferred and data analysis and problem solving with large amounts of data

  • Experience using spreadsheets to conduct trend analyses

  • Two years' experience in HCM administration

  • Experience using Microsoft Power BI preferred

Knowledge, abilities and skills:

  • Strong analytical/problem solving skills

  • Advanced knowledge of computer operations and computer systems analysis

  • Knowledge of research design including application of appropriate statistical procedures, data analysis, and interpretation of results

  • Demonstrate experience in the use of computer applications and statistical analysis software (i.e., Power BI).

  • Demonstrate skill in writing technical reports

  • Ability to transform data from a variety of sources and formats into data acceptable for analysis software and spreadsheet analyses

  • Ability to determine overall quality of data and troubleshoot and correct problems with data

  • Ability to synthesize information from multiple resources

  • Ability to prepare charts and graphs to illustrate data trends

  • Ability to understand the strengths, weaknesses, and limitations of given datasets or metrics

  • Advanced knowledge of and experience in utilizing and creating databases and spreadsheets
