WORK OBJECTIVE

This position is responsible for the supervision and operations management of specialized work and staff for the entire water and wastewater treatment plant operations including facilities, industrial pretreatment program, and reclaimed water production. Work involves the effective and efficient operation of water and wastewater facilities in accordance with City and regulatory agency guidelines. This position also has primary responsibility for maintenance of the water and wastewater facilities and equipment. Work is reviewed through observation, reporting, and results. This position reports to the Assistant City Manager, Public Services or his/her designee.

 

ESSENTIAL FUNCTIONS

  • Supervises and manages the operation of all Water and Wastewater treatment facilities and processes.
  • Plans, organizes and supervises the operation of all facilities’ equipment.
  • Coordinates and schedules maintenance and repairs on facilities’ structures and equipment.
  • Evaluates laboratory results and processes control tests to determine if proper operations and processes are being maintained.
  • Keeps records of all treatment facilities’ operational parameters and performance.
  • Prepares required reports and summary sheets that are sent to regulatory agencies regarding the operation of the facilities.
  • Involved in training employees on correct operations and maintenance procedures of the various facilities’ processes, equipment and safety procedures.
  • Insures that all facilities’ are in compliance with established guidelines and regulations.
  • Manages and maintains readily available data on water treatment and effluent.
  • Manages and oversees the operation and maintenance of irrigation and other systems for effluent disposal.
  • Manages and supervises the industrial pretreatment program.
  • Manages Water and Wastewater plant staff, administering personnel policies; evaluating performance; recommending new hires, transfers, promotions, and discharges; and manages other employment actions related to plant employees.
  • Manages, maintains, and ensures for readily available data on Wastewater treatment plant sludge disposal processes including effluent and sludge disposal programs.
  • Willing and able to answer and respond to all types of emergency calls and issues related to plant operational issues outside of standard work hours to ensure smooth operational continuity with the Water and Wastewater facilities.
  • Performs necessary clerical work for payroll, invoices and project reports as needed.
  • Supervises and manages the City’s Industrial Pretreatment Program.
  • Performs other assigned duties as required.

 

MINIMUM QUALIFICATIONS

  • An Associate’s of Science degree in Environmental Science, Engineering and/or Management from an accredited college or university (a Bachelor’s of Science is preferred) with a minimum of five years’ experience in Water/Wastewater treatment plant operations, or an equivalent combination of training, education and experience.
  • Possession of a valid Class “A” Florida Wastewater Plant Operator’s License and Class “C” Drinking Water Treatment Operator’s License (or the ability to obtain a Drinking Water Operator's Class "C" License within a designated timeframe).
  • Possession of a valid Florida Driver’s License.

 

Exceptions to the minimum qualifications must be reviewed by the Human Resources Director and approved by the City Manager prior to job offer.

 

 

Requirements

 

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of modern methods of secondary wastewater treatment including activated sludge, aerobic digestion, sand filters, industrial pretreatment.
  • Knowledge of the mechanical, biological, chemical, and physical characteristics of water and wastewater treatment and wastewater disposal systems.
  • Knowledge of modern methods of water treatment, including aeration and chlorination etc.
  • Knowledge of the occupational hazards and safety precautions of the work.
  • Thorough understanding of water and wastewater treatment processes including water and wastewater biology, and the operation of water and wastewater treatment equipment (i.e., sewage equipment), including pumps, motors, aeration equipment, sludge collectors, digester, chlorinators, and related equipment used in treatment processes.
  • Ability to read, record, and interpret meters, charts, graphs, drawings, plans, laboratory reports, operation and maintenance manuals, etc. Ability to troubleshoot the processes and equipment used in these programs.
  • Ability to analyze mechanical problems and take corrective action.
  • Ability to supervise, train, and direct the activities of subordinates in a proactive, effective, and efficient manner.
  • Ability to provide clear, effective and efficient oral and written instructions.
  • Ability to establish and maintain effective working relationships with subordinates, peers, management and external customers.
  • Ability to apply basic knowledge in the use of computers and software programs used by the City.

 

PHYSICAL & ENVIRONMENTAL REQUIREMENTS

  • Tasks involve the intermittent performance of physically demanding work, typically involving some combination of reaching, bending, stooping, kneeling, and crouching that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).
  • Tasks are performed in an outdoor environment. Due to the nature and location of the work environment, tasks include potential for prolonged exposure to disagreeable elements (i.e., including heat, humidity, and inclement weather) and noxious odors.
  • Some tasks include working in and around moving vehicles and associated vehicle/equipment areas where heightened awareness of surroundings and adherence to established safety precautions is essential in avoidance of accidents and injury.
