Empower “U”, Inc. (EUI) is a Federally Qualified Health Center (FQHC) dedicated to improving the health and quality of life of underserved and vulnerable populations in Miami-Dade County and beyond. We provide comprehensive primary care, HIV/HepC/STI services, behavioral health, OB/GYN care, adult and pediatric medicine, and dental care. Our mission is to empower communities by reducing health disparities through integrated, compassionate, and culturally competent care.

Position Summary

The Chief Executive Officer (CEO) serves as the top executive leader of EUI, responsible for driving the strategic vision, operational excellence, and financial sustainability of the organization. The CEO will work closely with the Board of Directors to implement strategic initiatives, maintain compliance with HRSA and FQHC program requirements, foster a culture of quality improvement, and ensure EUI remains a trusted provider of accessible and equitable care.

Key Responsibilities

Strategic Leadership

· Partner with the Board of Directors to develop, refine, and execute the organization’s strategic plan.

· Lead organizational growth initiatives, including service expansion, site development, and HRSA New Access Point (NAP) grants.

· Represent EUI as the primary spokesperson to community partners, government agencies, funders, and stakeholders.

Operational & Clinical Oversight

· Ensure compliance with all federal, state, and local regulations, including HRSA, Joint Commission, CMS, OSHA, and FTCA requirements.

· Oversee clinical operations, credentialing, and quality improvement programs to achieve HRSA performance measures and UDS goals.

· Implement systems to ensure exceptional patient experience, equitable access, and population health outcomes.

Financial Stewardship

· Develop and manage the annual budget in collaboration with the CFO/finance team.

· Oversee 340B program compliance and other revenue streams to ensure financial sustainability.

· Monitor productivity, billing, and reimbursement to maximize organizational efficiency and impact.

Workforce & Culture Development

· Cultivate a high-performing, mission-driven leadership team.

· Support workforce development, credentialing, and compliance initiatives to attract and retain top talent.

· Promote a culture of diversity, equity, inclusion, and accountability across all levels of the organization.

Board Relations & Governance

· Serve as the primary liaison to the Board of Directors, providing timely updates, data-driven reports, and policy recommendations.

· Ensure adherence to FQHC governance requirements (e.g., consumer-majority board composition).

Qualifications

Education & Experience

· Master’s degree in Healthcare Administration, Public Health, Business Administration, or related field preferred (Bachelor’s degree with extensive FQHC leadership experience considered).

· Minimum of 7–10 years of senior leadership experience in a Federally Qualified Health Center (FQHC), community health center, or similar healthcare organization.

· Proven success in HRSA compliance, strategic planning, financial management, and program expansion.

Knowledge, Skills & Abilities

· Deep knowledge of FQHC regulations, HRSA compliance (PINs, PALs), UDS reporting, and 340B program requirements.

· Strong financial acumen, with experience managing multi-million-dollar budgets.

· Exceptional interpersonal, communication, and negotiation skills.

· Ability to inspire and lead diverse teams in a fast-paced, mission-driven environment.
