We are seeking a highly experienced and results-driven Emergency Management/Disaster Services Field Manager to lead and direct field operations in post-disaster environments. This leadership role requires a comprehensive understanding of emergency management practices, strategic and operational planning, and disaster relief logistics, with a specialized focus on FEMA Public Assistance (PA) programs, debris management (removal/monitoring), and damage assessments.
The ideal candidate will demonstrate strong executive leadership, critical thinking, and the ability to navigate complex field operations while maintaining accountability, compliance, and client satisfaction in disaster-impacted communities.
What you will do:
- Direct and manage all aspects of field-based disaster response and recovery operations.
- Provide strategic leadership and operational oversight to multi-disciplinary teams in high-pressure, fast-paced environments.
- Serve as the senior field representative, interfacing with clients, local officials, FEMA representatives, and internal stakeholders.
- Oversee FEMA Public Assistance projects and Debris Monitoring operations to ensure contract compliance and quality standards.
- Manage and coordinate the execution of FEMA Damage Assessments, including QA/QC reviews and final reporting.
- Ensure effective planning and resource allocation across multiple field sites and projects.
- Lead the preparation and submission of accurate and timely Project Worksheets (PWs) and related documentation.
- Monitor debris loading and hauling operations for compliance with environmental and regulatory guidelines.
- Enforce safety protocols, ensure PPE compliance, and proactively mitigate field hazards.
- Mentor and develop junior field staff and supervisors, fostering a high-performance culture.
- Implement process improvements and reporting mechanisms to enhance operational efficiency.
What you will bring:
- High School Diploma or equivalent (Bachelor’s degree preferred).
- Minimum 5+ years of progressively responsible experience in emergency management or disaster recovery operations, with at least 2 years in a leadership or managerial capacity.
- Demonstrated ability to manage complex projects and prioritize multiple competing deadlines in field-based environments.
- Strong working knowledge of FEMA Public Assistance (PA) programs and debris monitoring protocols.
- Completed FEMA coursework in the following areas:
- Debris Management/Operations
- Project Worksheet (PW) Development
- Cost Estimating Format (CEF)
- 406 Hazard Mitigation
- Advanced proficiency with Microsoft Office Suite (Word, Excel, Outlook).
- Availability to deploy to any U.S. location within 24–48 hours.
- Ability to work 10–14+ hour days, 7 days per week in physically demanding, outdoor environments.
- Possession of a valid driver’s license and reliable personal transportation.
- Ownership of a smartphone and comfort using mobile applications for field data collection and reporting.
- Ability to successfully pass a criminal background check and drug screening.
Preferred Qualifications:
- Bachelor’s degree in Emergency Management, Public Administration, Environmental Science, or related field.
- Experience conducting or managing debris monitoring and ensuring regulatory compliance during field operations.
- Proficiency in preparing detailed, accurate field reports and interpreting complex technical documents.
- Strong written and verbal communication abilities.
- Excellent organizational skills and ability to multitask in dynamic field settings.
- Experience working within a matrixed team structure and coordinating cross-functional field efforts.
Work Environment and Physical Requirements
- Work is performed primarily outdoors in disaster-affected and potentially hazardous environments.
- Regular exposure to heavy machinery, debris, and inclement weather conditions.
- Extended periods of standing, walking, and operating handheld devices required.
- Appropriate personal attire such as long pants and work boots is required; all additional safety gear will be provided.
