We are seeking a Program Manager with immediate availability that will thrive in a challenging and rewarding process-oriented environment in support of the U.S. Marine Corps Prepositioning Programs at Blount Island Command (BICmd).
Location:
- This position is located in Jacksonville, FL, with potential for CONUS/OCONUS travel in support of Marine Corps Prepositioning Programs.
Responsibilities:
- Serve as the primary manager for all contract tasks under the BIC P&DS effort, ensuring performance, compliance, and timely completion of deliverables.
- Lead, manage, and mentor a multidisciplinary contractor team (Embarkation, Logistics, Inventory, Training, Field Service, and IT specialists).
- Act as the primary point of contact with the Government COR/KO for all contract-related matters, including schedules, deliverables, staffing, and risk management.
- Oversee the planning and delivery of Prepositioning Program requirements including:
- Plans/Tailoring and MMC planning deliverables (Squadron and Ship-level load plans, Capability Set Letters, Container & Pallet Estimates).
- Inventory control and reconciliation (TAMCN listings, SL-3 associations, COMSEC/CMS plans).
- Systems integration and sustainment data postings into MCPIC, ICODES, and iPRIME.
- Training and Help Desk support services for MCPIC, ICODES, and AIT equipment.
- Develop and maintain a comprehensive project management framework aligned with FAR/DFARS requirements, including Quality Control Plans (QCPs), deliverable tracking, and risk mitigation strategies.
- Formulate and enforce work standards, establish schedules, review work products, and ensure adherence to performance and security requirements.
- Prepare and submit contract deliverables including status reports, planning documentation, plan change requests, training reports, and Help Desk support logs.
- Manage resources, budgets, and staffing allocations to meet Government-directed timelines and priorities.
- Ensure compliance with Marine Corps security, cybersecurity, and anti-terrorism requirements for contract personnel and systems.
- Provide senior-level advisory support to BICmd leadership on Prepositioning Objectives (POs), Force Design 2030 implications, and emerging requirements.
Required Qualifications:
- Demonstrated experience in program or project management of large DoD logistics or IT programs.
- Certifications in project or program management (e.g., PMP, DAWIA, or equivalent).
Security Clearance:
- US Citizenship required
- Ability to obtain and maintain a US Security clearance at the minimum level of Secret
Education and Experience:
- Bachelor of Science Degree in Logistics, Business Administration, Systems Management, or related field.
- 12–15 years of experience in program management, logistics operations, or related areas.
Preferred Additional Skills:
- Prior experience supporting Marine Corps Prepositioning Programs (MPF, MCPP-N, MCPP-PHIL) or similar DoD global logistics initiatives.
- Strong knowledge of DoD contracting, FAR/DFARS compliance, and performance-based service delivery.
- Proven ability to manage geographically dispersed teams in CONUS and OCONUS environments.
- Excellent leadership, negotiation, and decision-making skills.
- Strong financial management skills, including budget allocation, cost controls, and resource forecasting.
- Superior written and verbal communication skills for reporting to senior Government leaders and Anglicotech corporate leadership.
