Primary Position Objective:

With limited supervision, the Senior Wage Compliance Specialist will monitor federally funded construction projects to ensure compliance with Davis Bacon and Section 3. They will review certified payrolls and related documentation to ensure the payment of prevailing wages. In addition, they will obtain and review all necessary support to confirm the project remains in compliance with Section 3.

Major Duties and Responsibilities:

  • Coordinate and present applicable requirements, compliance material and forms at preconstruction conference meetings with borrowers, general contractors, and subcontractors.
  • Review payroll and Section 3 documentation received for timeliness, completeness, and compliance with respective requirements.
  • Audit certified payroll records in accordance with respective Federal and/or State prevailing wage requirements using independent judgement based on experience and training to determine compliance.
  • Complete reports as required based upon funding source. Prepare and distribute monthly reports to clients.
  • Prepare and distribute reports of audit findings and required corrective action to general contractors, subcontractors, and other parties, as applicable. Serve as main point of contact for guidance and resolution of discrepancies.
  • Coordinate site interview documents and project details with outside vendor.
  • Establish and maintain effective relationships with clients and project contractors.
  • Provide ongoing support and training to contractors and subcontractors to ensure their understanding of the documentation necessary to meet federal standards.

Requirements & Qualifications:

  • Bachelor’s degree in Business or equivalent experience.
  • Strong problem solving, written and verbal skills.
  • Strong analytical and technical skills.
  • 3-4 years of financial/administrative experience in a financial services environment.
  • Payroll accounting experience preferred, but not required.
  • Davis Bacon wage compliance and/or Section 3 experience required.
  • Ability to read, analyze, and interpret technical information and procedures.
  • Ability to write reports and general business correspondence.
  • Must be able to work under pressure and meet deadlines while maintaining a positive attitude and providing exceptional customer service.
  • Knowledge of MS Windows, Outlook, Word, and Excel is required.
  • Strong comfort level with technology, including ability to adapt to new systems quickly and easily.
  • Experience with Elation Systems preferred but not required.

  • Hearing - Able to hear average or normal conversations and receive ordinary information.
  • Repetitive Motion - Movements frequently and regularly required using the wrists, hands, and/or fingers.
  • Vision - Average, ordinary, visual acuity necessary to prepare or inspect documents or products or operate machinery.
  • Physical Strength - Sedentary work; sitting most of the time. Exerts up to 10 lbs. of force occasionally.
