Program Leader Synopsis:

HMC Program Leads, otherwise known as Program Specialists or Program Managers, must be able to demonstrate leadership, organizational, and analytical skills, coupled with industry-specific knowledge. Each Program Manager will control and manage a program (or project) life-cycle, including proposal, planning, monitoring and control, and closeout. The Program Lead should be well-versed in developing and managing the program scope, risks, budget, and schedule. Each Program Lead is the overall responsible person to ensure program/project success, and they serve as the main Point of Contact (PoC) for the customer.

Job Duties and Responsibilities:

  • Direct and provide leadership to the program team, customer, contractors, and subcontractor teams working per existing procedures, applicable laws, and government requirements.
  • Review, assign, and execute programs/projects based on customer scope using schedules and budgets
  • Monitor and execute programs by assessing program status, risk, opportunities, and adjusting the program based on status.
  • Effectively communicate priorities, deliverables, and schedules to the entire program team. Communicate status, issues, and successes to the management team.
  • Lead subject matter experts, specialists, and engineers in the execution of duties that may include preparing proposals, writing contract terms and conditions, engineering services, site surveys, installation drawings, ordering and delivery of products, configuration of data management, training, logistics support, preparing and disseminating information regarding contract status, and reviewing contractual obligations.
  • Implement a risk and oversight approach for all phases of program activities; identify risks and problems, propose solutions, and provide timely and accurate contract deliverables.
  • Lead a group of employees in carrying out a program/project by administering and carrying out program requirements and activities, and ensuring compliance program's contractual terms.
  • Perform lead-time analysis on multi-level hardware builds
  • Assess cost and schedule risks and develop associated mitigations
  • Monitor and report financial, schedule, and technical performance of assigned projects
  • Oversee project budgets with the responsibility to analyze, manage, and report on budget performance and variance analysis
  • Develop the Work Breakdown Structure, project schedules, resource plans, and risk management strategies.
  • Monitor and control project performance using industry best practices.
  • Responsible for process improvement, drawing on best practices and lessons identified.
  • Work alongside operations, supply chain, and engineering at various levels to complete projects and processes.
  • Estimate sales forecasts for labor and material
  • Utilize program management tools to monitor and report program performance against objectives (including budget, schedule, and other management requirements), and facilitate project coordination and decision-making.
  • Lea development and submission of customer Request for Proposal (RFP) for systems and products by reviewing the scope of work and contract requirements.
    • Support the estimating of material and labor for RFP responses

    Related experience in a manufacturing, production, or other highly scheduled-based environments
  • Proficiency with Microsoft Excel and ability to analyze data using graphs and pivot tables
  • Experience using schedule management tools such as Microsoft Project
  • Experience with Syspro or other ERP/MRP systems
  • Experience in cost control, budgeting, and forecasting.
  • Ability to work effectively in a cross-functional environment, facilitating collaboration between engineering, QA, and test site teams.
  • Excellent analytical and problem-solving skills.
  • Strong communication and leadership skills, with the ability to influence stakeholders at all levels
  • Handle stressful situations with maturity, respect, and confidence

Desired Qualifications:

Bachelor’s Degree and minimum 4 years of prior relevant project management experience. Graduate Degree and a minimum of 2 years of prior related project management experience. In lieu of a degree, a minimum of 8 years of prior related project management experience.
