Business Analyst – Accela (Part-Time)
30 hours/week | One-year assignment | IN OFFICE
Schedule: Monday–Friday between 8 a.m. and 5 p.m. (schedule TBD)
Pay rate: $50.00/hr.
Job Summary
This part-time Business Analyst supports the implementation and ongoing administration of the County’s Land Information Management System (Accela). The role works closely with the Program Administrator, Planning and Development Services staff, Enterprise IT, and other departments to improve permitting, plan review, inspection, and enforcement processes.
What You’ll Do
Business Analysis
- Meet with stakeholders to gather and document business and system requirements
- Analyze data, workflows, and existing processes to identify improvement opportunities
- Perform gap analysis between current and desired future processes
System & Process Support
- Develop current-state and future-state process models
- Create functional specifications for system enhancements
- Support configuration and implementation of Accela
Communication & Change Management
- Act as a liaison between business users and technical teams
- Communicate clearly with managers, end users, and IT staff
- Support change management efforts during system updates
Project & Quality Support
- Assist with project planning, prioritization, and progress tracking
- Identify potential risks and recommend mitigation strategies
- Ensure solutions meet requirements and function correctly
Minimum Qualifications
Education
- Bachelor’s degree from an accredited college or university in business, information systems, public administration, or a related field
Experience
- Experience in business analysis, process improvement, and requirements gathering
- Experience supporting IT systems or software implementations
- Experience with land management, community development, or regulatory software
- Familiarity with local government permitting and inspections processes
Certification
- PMP (Project Management Professional) certification required
Knowledge & Skills
- Strong analytical and documentation skills
- Understanding of change management principles
- Familiarity with building and construction trades is a plus
- Ability to communicate effectively with technical and non-technical stakeholders
- Strong organizational and problem-solving skills
