POSITION OBJECTIVE: Provides coordination of the Keys to Independence Program MO throughout the state of Missouri to assist youth in the child welfare system with obtaining a learner’s permit, driving lessons, and a driver’s license.
ESSENTIAL FUNCTIONS:
- Responsible for reviewing and approving youth applications for participation in the program.
- Responsible for reviewing and approving requests for reimbursement by youth, caregivers, residential providers and state’s lead agencies.
- Coordination of referrals to driving schools within reasonable distance from the youth’s home.
- Advise eligible participants on the procedures for obtaining a Learner’s License, Intermediate License and Full Privilege License according to the state’s guidelines
- Advise participants of available resources within their communities to meet licensure requirements
- Responsible for tracking credit card receipts and documentation for check reimbursements for costs paid for by participants
- Prepare reimbursement documentation for submission to Keys Manager for approval
- Maintain project files on all program participants with required documentation
- Assist in training of state’s stakeholders on the program’s eligibility, application and reimbursement processes.
- Participates in the agency strategic plan & quality improvement processes
- Ability to safely & successfully perform essential job functions consistent with the ADA, FMLA, & other federal, state, & local standards, including meeting qualitative & quantitative productivity standards
- Ability to maintain reasonably regular, punctual attendance consistent with ADA, FMLA & other federal, state, & local standards
- Ability to comply with all personnel policies & procedures
- Ability to attend conferences, training, and provide presentations throughout the nation

QUALIFICATIONS:
REQUIRED:
- Bachelor’s Degree from an accredited college or university or experience in lieu of degree
- Case Management experience and/or knowledge of financial accounting and data reporting
PREFERRED:
- Experience working in child welfare and/or non-profit organization
- Knowledge of computer software including Microsoft Office and FSFN
SKILLS:
REQUIRED:
- Exceptional customer service, written and verbal communication skills.
- Considerable knowledge of accounting principles, practices and procedures in the recording, classifying, and examination of fiscal transactions.
- Strong analytical and problem-solving abilities related to financial/utilization data, recognizing errors, recommending corrections and implementing corrections.
- Detail Orientated.
- Ability to work and interact with child welfare stakeholders in multiple settings throughout the state.
- Proficient knowledge of MS Excel and Word.
- Demonstrate cultural and linguistic competence and sensitivity to population served.
- Ability to perform limited travel to locations statewide to assist with training efforts.
SPECIAL CONDITIONS:
- Thorough Background Screening upon hire including FBI, FDLE, Local Law check, Employment Reference check, DMV check, Criminal Records check, Social Security Trace & Drug Screening. FDLE check will be run at least every 5 years.
- On-call assignments- N/A
- Need to be able to lift at least 25 lbs.
- Travel- local: 25% per month, Long Distance: 25% per month
