Position Overview:
Supports the coordination and execution of utility rate management activities under the Air Force Civil Engineer Center (AFCEC) Utility Rates Management Team (URMT). Contributes to program success by assisting in utility rate data collection, administrative coordination, technical documentation, and deliverable preparation. Requires working knowledge of utility billing and contracting processes, along with strong organizational and communication skills to support cost-effective energy procurement across Department of the Air Force (DAF) installations.
Primary Duties and Responsibilities:
- Assist the URMT Lead and Utility Rate Management Expert with administrative coordination, data collection, and project tracking.
- Collect and organize utility contracts and billing documentation to support technical analysis and rate negotiations.
- Draft input for rate negotiation positions, technical reviews, and regulatory filings.
- Support the development and review of utility procurement documentation in alignment with FAR utility contracting standards.
- Assist in identifying and recommending improved terms for replacement utility contracts.
- Contribute to the drafting and consolidation of comments on rate-related reports such as Installation Energy Reports and Resilient Energy Reports.
- Monitor and document state, federal, and market-specific regulatory issues impacting electric, natural gas, water, and wastewater services.
- Prepare meeting minutes and monthly status reports in accordance with contract data deliverables.
- Support tracking of Western Area Power Administration (WAPA) allocations and other special procurement mechanisms for DAF installations.
Minimum Qualifications
Education:
- Associate's degree in business, engineering, public administration, or a related field. Equivalent experience may be considered in lieu of a degree.
Experience:
- Minimum of 3 years of experience supporting utility billing, utility contracting, energy program administration, or federal facilities management. Experience working with military or government utility programs is highly desirable.
- U.S. Citizenship and ability to obtain a DoD Secret Clearance required.
