Join WECTEC Staffing Services, a Westinghouse Electric Company LLC subsidiary, and help advance clean energy. As the on-site Construction Manager for a utility-scale solar project in Belen, NM 87002, you’ll be the client’s eyes and ears in the field—owning execution from Notice-to-Proceed through Commercial Operation Date. This is a 1-year W-2 contract with per diem at GSA rates. You will report to the on-site Manager and serve as the primary interface with EPC contractors.

A Day in the Life

• Start with the EPC Plan-of-Day meeting—review yesterday’s results and align on today’s work.
• Walk the site for safety and quality: conduct audits, join tailboards/safety all-hands, and ensure the site safety plan is followed.
• Check owner-supplied materials status (scheduling, delivery, inventory) via reports; verify documentation is current.
• Meet with the site team to confirm they understand relevant permits, agreements, and contractual obligations.
• Review QA/QC reports submitted in Unifier; ensure timely uploads and accurate reporting.
• Coordinate directly with the utility and the project off-taker(s) on-site as activities progress.
• Approve weekly construction status updates and review incident reports submitted by the EPC.
• Work through RFIs—approve, track, and follow up on any open items.
• Evaluate and approve Scope Deviation Notices (SDNs) and escalate to the Project Manager when required.
• Partner with the Project Manager on forecast updates and risk tracker changes.
• Support commissioning and close-out scheduling alongside the EPC partner.
• Review Job Book documentation and mechanical completion guarantees before signing completion certificates.
• Assist business management, finance, and off-taker/third-party engineering during close-out, including documentation and as-built follow-up.
• Prepare the hand-off to the Power Generation Group at COD.
• Coach and train the on-site construction team, with support from the Project Manager and Subject Matter Coaches.

Core Responsibilities

• Ensure EPC compliance with safety, quality, schedule, and budget per the contract.
• Verify that permits, agreements, and environmental/building standards are adhered to at all times.
• Coordinate with development to close outstanding tasks at execution turn-over.
• Confirm proper construction techniques and standards per the EPC agreement.
• Join team huddles and field walkdowns to stay connected to day-to-day execution.

Qualifications

• Associate or Bachelor’s degree in Engineering, Power Generation, or a related field—or equivalent experience.
• 6–10 years’ experience in power plant commissioning and field execution, partnering with EPC contractors, engineering firms, and equipment suppliers.

Compensation & Benefits

• Estimated base pay: $70.00/hr to $75.00/hr, depending on experience, qualifications, and skills.
