We are seeking a Senior Programmer/Analyst with immediate availability that will thrive in a challenging and rewarding process-oriented environment in support of the U.S. Marine Corps Prepositioning Programs at Blount Island Command (BICmd). This role provides senior-level software development, systems integration, and technical leadership to ensure Marine Corps logistics information systems (MCPIC, ICODES, iPRIME Suite, and supporting ADS) are fully functional, interoperable, and compliant with Government requirements.


Location:

  • This position is located in Jacksonville, FL with potential for CONUS/OCONUS travel in support of Marine Corps Prepositioning Programs.


Responsibilities:

  • The Senior Programmer/Analyst is to define, develop, test, analyze, and maintain new software applications in support of the achievement of business requirements.
  • Lead the design, development, testing, and maintenance of new software applications in support of Marine Corps Prepositioning Programs.
  • Define software requirements, objectives, deliverables, and specifications in collaboration with Government stakeholders and internal teams.
  • Write, code, test, and debug complex software programs and integrations across MCPIC, ICODES, iPRIME, and supporting data systems.
  • Research, design, document, and modify software specifications throughout the production life cycle.
  • Mentor and provide technical guidance to Programmer/Analysts and other development team members.
  • Collaborate with developers, programmers, and designers in the conceptualization and development of new software programs and applications.
  • Analyze and assess existing business systems and procedures to identify opportunities for process automation, improvement, or efficiency gains.
  • Assist in defining project plans, including scope, scheduling, testing, and implementation of system modifications and upgrades.
  • Support system interoperability by developing and refining data exchange processes between MCPIC and Authoritative Data Sources (GCSS-MC, TFSMS, OIS, NEIMS).
  • Provide technical support to Help Desk and Field Service Representatives by diagnosing and resolving escalated software/system issues.
  • Ensure compliance with Marine Corps cybersecurity requirements, RMF accreditation, and data protection standards.
  • Prepare system documentation, including user manuals, training guides, and software maintenance procedures.


Required Qualifications:

  • Certifications in software development, database management, or system engineering.
  • Proven ability to lead software development teams and deliver high-quality software on time.


Security Clearance:

  • US Citizenship required
  • Ability to obtain and maintain a US Security clearance at the minimum level of Secret


Education and Experience:

  • Bachelor’s degree in Computer Science, Information Systems, or related field.
  • BA/BS + 10–12 years of experience, or HS + 15–18 years of experience in software programming, systems analysis, and development.


Preferred Additional Skills:

  • Experience with Marine Corps logistics IT systems (MCPIC, ICODES, GCSS-MC, TFSMS).
  • Strong knowledge of database management systems (Oracle, SQL) and data integration.
  • Familiarity with DoD software lifecycle management, configuration control, and documentation standards.
  • Excellent problem-solving and debugging skills with the ability to design efficient and secure software solutions.
  • Strong leadership and mentoring skills to guide junior developers and analysts.
  • Effective communication skills, both written and verbal, to interface with government stakeholders and technical teams.
