Job Description

This is a full-time, exempt position that reports to the Emergency Management Director. This position supports Volunteer Florida’s Emergency Management (EM) team through training activities and responds to potential dangers and threats that occur throughout the state, such as a natural disaster, large-scale accidents, terrorist attacks, or any event triggering activation of the State Emergency Operations Center.


The Deputy Director plays a vital leadership role on the Emergency Management team, providing operational support, representing the agency in external partnerships, and stepping into director-level responsibilities when needed. This position supports Volunteer Florida’s emergency response efforts and requires adaptability, initiative, and the ability to lead in dynamic environments.


The Deputy Director role serves as Alternate Emergency Coordinating Officer for Emergency Support Function 15, Volunteers and Donations. Coordinates with Florida Voluntary Organizations Active in Disaster (VOAD) and local and state government emergency management agencies to ensure effective coordination of volunteer and donations needs. The role also includes serving as the Alternate State Voluntary Agency Liaison.


This position is responsible for overseeing the development, revision and implementation of Volunteer Florida’s Comprehensive Emergency Management Plan (CEMP), incorporating lessons learned, best practices, and feedback from internal team members and external stakeholders.


This position serves as the Florida’s Community Emergency Response Team (CERT) State Program Manager. This includes management of the CERT grant program, providing technical assistance and support to local CERT programs, and working with the Florida CERT Association. The Deputy Director ensures the CERT program remains compliant with funding and reporting requirements and works to expand CERT capacity, visibility, and integration into preparedness and response activities statewide.

This position supports the planning, implementation, and support of special events and statewide convenings, conferences and outreach events. Supports and delivers trainings to emergency management partners statewide. This position requires flexibility, professionalism, and a high level of situational awareness, particularly during times of disaster when deployments, extended hours, and travel may be necessary.


Desired Skills and Experiences

A Bachelor’s degree in emergency management, public administration, social services, or related discipline. Experience may be used as a substitute for education. Minimum of 3 years of experience in emergency management and/or volunteer coordination in disaster response and recovery settings. Non-profit experience. Familiarity with Community Emergency Response Teams preferred.

•\tBrings strong problem-solving and critical analysis skills.

•\tSkilled in resolving conflicts and managing sensitive emergency situations appropriately.

•\tRemains calm and acts quickly under high-stress emergency conditions.

•\tAvailable to respond with little notice, travel to disaster sites, and collaborate with state, federal, and non-governmental partners to support response and recovery efforts.

•\tFamiliar with Voluntary Organizations Active in Disaster (VOAD), emergency management practices, and coordination of volunteers and donations.

•\tWilling and able to travel out of area for extended periods.

•\tExperienced in grant management, technical assistance, and grant monitoring.

•\tExperienced in using grant management software such as Blackbaud, Salesforce, or other similar platforms, preferred.

•\tSkilled in data collection procedures and supporting subgrantees in tracking outcome data.

•\tHolds (or is working toward) Florida Professional Emergency Management Certification (FPEM), preferred.

•\tProficient in Microsoft Office Suite, including Outlook, Word, Excel, and PowerPoint.

Position is subject to after-hours calls for emergencies and may be required to work a flexible work schedule including evenings, weekends and holidays in case of a disaster event and/or a threat to public safety.

SALARY RANGE

$60,000 - $65,000 annually
