The Center for Family and Child Enrichment (CFCE) is dedicated to helping children and their families by providing the right services and solutions based on individual needs. CFCE is constantly evolving to better support our community.
As a Licensing Specialist you will engage people, organizations, churches, and other community entities in order to recruit new foster families throughout Miami-Dade and Broward Counties. Also responsible for training, licensing, re-licensing and support of Miami-Dade and Broward County foster parents, in accordance with DCF CFOP 170-11.
This position entails a flexible work schedule-generally 9:00 a.m. - 6:00 p.m., including a one-hour lunch period; however, can entail evening and weekend working hours. The position requires 24/7 on-call availability.

Some of the Functions Include:
- Become proficient in all aspects of licensing and re-licensing foster parents in the Southern Region, pursuant to local, state and federal laws and regulations;
- Recruit foster families through community outreach to meet area needs with a strong focus on targeted and child specific recruitment, ie. Level IV – Specialized therapeutic foster homes;
- Obtain and/or maintain Child Welfare Licensing Counselor (CWLC) certification through the Florida Certification Board;
- Complete initial licensure packets on new families, to include collection of licensing application, background checks and screenings, and home inspection;
- Complete home study in FSFN (or CWSIS), with required home visits and contacts with family to obtain all required information;
- Conduct matching assessments; collect child-specific information to ensure foster family can meet the needs of the child(ren);
- Able to assess safety, family strength and needs, access community resources, assist foster family in preparing to provide a safe and nurturing environment;
- Participate in the planning and delivery of services regarding training, licensing, treatment, and placement;
- Provide ongoing support to licensed foster parent(s), to include monthly contacts, information for support groups, service resources for children placed in the home, and service resources for caregivers;
- Coordinate with CFCE Behavioral Health team and/or other agencies to identify available family resources;
- Provide ongoing training for new and/or existing direct care employees;
- Conduct and participate in quality assurance/improvement activities.
Minimum Education/Experience:
- Bachelor's Degree in Child Development, Education, or Social Services Field.
- Current Child Welfare Licensing Certification (CWLC) via the Florida Certification Board; or eligibility to become certified with the required certification in State of Florida.
- Experience working with children, adolescents and their families; child welfare experience preferred.

Other:
- Must have a valid driver’s license and be able to drive own vehicle.
