Seeking a well-qualified professional for the position of IT Manager to lead a staff of six or more in a 200-employee agency. The IT Manager is directly involved in creating the plan for implementation, support, as well as continuous improvement of technology services for the Escambia County Clerk of the Circuit Court and Comptroller. This role ensures through hands on measures, reliability, security, and efficiency of IT systems while supervising technical staff and aligning technology initiatives with organizational goals. The position requires not only strong leadership and project management, but more importantly, technical expertise to support core business operations and long-term technology strategy. All work will be performed under the supervision of the Director of Information Technology.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Leadership & Supervision

Supervise, mentor, and evaluate IT staff performance through active participation.

IT Operations & System Administration

  • Perform and manage installation, configuration, upgrade, and maintenance of hardware, software, networks, and virtual infrastructure.
  • Interact with centralized Help Desk operations and provide Tier I/II/III support as needed.
  • Ensure systems are secure, backed up, and recoverable in alignment with disaster recovery and business continuity plans.
  • Administer key systems including enterprise court and financial applications, Active Directory, DNS, IIS, Microsoft SQL Server, and group policies.
  • Support hyperconverged infrastructure and enterprise virtualization platforms.
  • Develop and implement automated administrative scripts and tools.

Project & Process Management

  • Lead technology projects including design, deployment, testing, and evaluation of systems and software.
  • Apply ITIL-based practices to change management, configuration, incident, and problem management.
  • Implement service management frameworks and project management tools to ensure consistent, efficient delivery.

Communication & Collaboration

  • Maintain clear communication with department heads, team members, partner agencies, and external vendors.
  • Gather and articulate business and technical requirements to improve service delivery.
  • Prepare and present clear written reports, technical documentation, and presentations to stakeholders.
  • Provide 24/7 emergency on call IT support as needed.

QUALIFICATIONS

Education & Experience

  • Bachelor’s degree or higher in Information Technology, Computer Science, or a related field; OR six (6) additional years of relevant experience in lieu of a degree.
  • Minimum of ten (10) years of recent, relevant IT experience which includes supervisory responsibilities.

Technical Proficiency

  • Strong knowledge of computer systems, networks, application, and cybersecurity support.
  • Experience with:
  • o Windows Server administration, virtualization, hyperconverged environments
  • o Microsoft SQL Server, Active Directory, DNS, IIS
  • o SAN/NAS storage systems and enterprise backup solutions
  • o Scripting languages for system automation
  • o ITIL framework and IT service management practices

Skills & Abilities

  • Effective verbal and written communication skills.
  • Strong leadership, decision-making, and organizational skills.
  • Ability to manage confidential/sensitive data in compliance with applicable laws and policies.
  • Proficient in planning, budgeting, and performance analysis.
  • Able to work effectively under pressure, handle interruptions, and meet deadlines.
  • Knowledge of Clerk and court functions, operations, and public sector IT preferred.
