Job Title: Assistant Planner TEMP
Department: City Development Services Department
Schedule: Full-Time Monday - Thursday, 8am-6pm
Location: Hollywood, FL
Salary: $20-28 per hour
Contract: 3 Months TEMP to Permanent
JOB SUMMARY:
This is responsible work in urban planning and management. The Planner I is a junior level staff, responsible for project managing planning applications, reviewing, circulating, and providing Planning opinions on development proposals and land use studies with respect to City requirements in conformity with the City and County Comprehensive Plans and relevant State Statutes. Planner I’s assist in various aspects of the planning process, supporting the development and implementation of planning initiatives and projects in accordance with city regulations and comprehensive plans. An employee in this class is responsible for the study and presentation of data fundamental to a comprehensive municipal planning program. Work involves individual or team participation in the development of major planning reports. Functional supervision is received from an administrative superior through consultation and review of completed work.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
• Review, and circulate applications, prepare and coordinate comments with respect to City requirements, conformity to the Zoning and Land Development Regulations, City and County Comprehensive Plan and state interests on complex development applications including Comprehensive Plan amendments, re-zonings, site plans.
• Consult with stakeholders such as: Internal city departments, developers, planning consultants, property owners, legal counsel, the public, the State, and other agencies in these reviews.
• Collects, compiles, tabulates and analyzes data and factual materials fundamental to a comprehensive planning program.
• Assists in the formulation and administration of the City's Comprehensive Plan, City- Master Plans, and Land Development Regulations.
• Conducts planning and zoning studies.
• Prepares planning and zoning reports for municipal administration, external agencies, committees, boards, and the City Commission.
• Reviews site and permit plans for compliance with all applicable regulations.
• Disseminates information to the public on planning, zoning and development regulations; makes interpretative decisions regarding zoning and development regulations.
• Creates and process zoning verification letters.
• Responds to email, telephone, or in-person inquiries; greets the general public, and development industry; disseminates information on planning, zoning and development regulations; and provides information on departmental services and functions.
• Aids in the preparation and coordination of various elements of the Development Review Process.
• Respond to general inquiries and provide effective and informative customer service.
• Develop and implement strategies for managing growth and development within the city.
• Coordinate and conduct public engagement initiatives to actively involve community members in the planning process for planning projects.
• Supervises technical personnel in the gathering of raw data for use in various land-use studies.
• Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
• Must maintain effective and professional relationships with work colleagues, supervisors and managers.
• Performing other duties as required.
EDUCATION/EXPERIENCE:

Required:
• Bachelor's Degree from an accredited college or university in Planning, Public Administration, Geography, Architecture, Landscape Architecture, Urban Design or closely related field.
• Six (6) months of responsible planning experience. Experience must include participation in a range of planning and zoning studies and implementation programs.
Preferred:
• Master’s Degree in planning, or closely related field.
Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.
KNOWLEDGE, SKILLS, ABILITIES:
• Knowledge of generally accepted principles and practices of urban planning and zoning.
• Knowledge of modern research techniques and statistical methods.
• Knowledge of the applicability of local and regional zoning laws and regulations.
• Ability to understand, interpret and explain land use laws and regulations.
• Ability to complete projects within assigned time periods.
• Knowledge of economics, public finance and sociology as it applies to urban planning.
• Some knowledge of supervisory principles and practices.
• Ability to express ideas clearly and concisely, graphically, orally and in writing.
• Knowledge of software packages such as Microsoft Office, Adobe Suites, GIS, and the techniques of preparing maps and charts.
• Ability to establish and maintain effective and professional working relationships with colleagues, supervisors, managers, administrators, and the general public.
