Job Summary:
Alluvionic is seeking a detail-oriented and knowledgeable Contracts Specialist to manage and support the full lifecycle of U.S. government contracts and subcontracts. This role is responsible for ensuring compliance with FAR, DFARS, and agency-specific regulations while supporting proposal development, contract negotiation, and administration. The ideal candidate will have experience with various contract types (FFP, CPFF, T&M, IDIQ, GSA, OTA) and small business programs such as 8(a), WOSB, and SBIR/STTR.

Location: Central Florida or Washington, DC
Responsibilities:
• Review, negotiate, and manage prime and subcontract agreements across federal programs.
• Interpret and apply flow-down clauses to ensure subcontract compliance with prime contract requirements.
• Manage contract modifications, track deliverables and milestones, and maintain organized records and correspondence.
Pre-Award & Proposal Support
• Analyze RFPs, RFIs, and RFQs to identify contractual risks, terms, and compliance requirements.
• Support the development of compliance matrices, terms and conditions, NDAs, and teaming agreements.
• Collaborate with Business Development and Proposal teams during proposal strategy and pricing reviews.
FAR/DFARS & Regulatory Compliance
• Ensure compliance with FAR, DFARS, and agency-specific supplements throughout the contract lifecycle.
• Stay current on changes to acquisition regulations and help align internal processes accordingly.
• Support implementation of compliance programs, including NIST SP 800-171, CMMC readiness, and procurement integrity requirements.
Small Business Program & Mentor-Protégé Support
• Support compliance with small business contracting requirements under programs such as 8(a), WOSB, and SBIR/STTR.
• Assist with managing Mentor-Protégé Program activities, including joint venture support and reporting requirements.
• Coordinate with internal stakeholders and government representatives on program eligibility and compliance.
GSA Contract Support
• Provide administration and compliance support for GSA Schedules, including contract modifications, reporting, and pricing compliance.
• Assist in responding to GSA audits, price list updates, and catalog maintenance.
• Support proposal responses for task orders under GSA Multiple Award Schedules (MAS) and other GWAC/IDIQ vehicles.
Policy, Audit & Reporting
• Maintain templates, document controls, and a contract management system.
• Assist in preparing for DCAA/DCMA audits, CPARS reviews, and internal/external compliance checks.
• Track and report on contract performance, subcontractor compliance, and submission timelines.
Required Qualifications:
• Bachelor’s degree in Business, Legal Studies, Public Administration, or a related field.
• 3–5+ years of experience in U.S. government contracts, including FAR/DFARS application.
• Experience with prime and subcontract agreements, and familiarity with various contract types (FFP, CPFF, T&M, IDIQ, GSA, OTA).
• Knowledge of GSA MAS contract management and compliance requirements.
• Familiarity with 8(a), WOSB, SBIR/STTR, and other small business programs.
• Strong attention to detail, communication, and analytical skills.
• Proficient in Microsoft Office and contract documentation systems.
Preferred Qualifications:
• NCMA certification (CFCM, CCCM, or CPCM).
• Experience with SAM.gov, PIEE, CPARS, eSRS, and GSA eMod/eBuy portals.
• Understanding of CMMC, ISO standards, or similar regulatory frameworks.
• Experience working in a growing small business, 8(a), or WOSB-certified firm.
