The Contract Specialist will provide comprehensive acquisition and contract management support for federal procurements from pre-award to post-award phases. This role requires a minimum of four (4) years of direct experience as a Contract Specialist and a solid understanding of Federal contracting principles, applicable laws, statutes, and regulations. The successful candidate will be adept at conducting cost and price analyses, negotiating contract terms, and ensuring compliance with federal acquisition policies and procedures.

Requirements:

Pre-Award

• Review procurement requests for completeness, accuracy, and compliance with applicable regulations.
• Draft and issue solicitations, amendments, and other pre-award documents in accordance with the Federal Acquisition Regulation (FAR) and agency-specific supplements.
• Conduct market research and recommend procurement strategies.
• Coordinate with technical evaluators to review and evaluate contractor proposals.
• Conduct price and cost analysis to determine reasonableness of offers.
• Develop negotiation objectives and participate in contract negotiations with offerors.

Post-Award

• Administer awarded contracts, ensuring compliance with terms, conditions, and performance requirements.
• Monitor contractor performance, prepare modifications, and address changes in scope, funding, or performance schedules.
• Resolve contractual issues and disputes in collaboration with legal counsel and program officials.
• Maintain complete and accurate contract files in accordance with agency requirements.
• Support contract closeout processes, ensuring proper documentation and final payments.

General

• Apply federal contracting laws, principles, and agency-specific policies to all phases of the acquisition lifecycle.
• Provide acquisition guidance to program offices and stakeholders.
• Prepare reports and briefings for management and contracting officials.

Required Qualifications

• Bachelor’s degree in Business, Acquisition, Finance, or related field.
  
• Minimum of four (4) years of experience as a Contract Specialist in a federal contracting environment.
  
• Knowledge of federal contracting principles, laws, statutes, and regulations (e.g., FAR, DFARS).
  
• Demonstrated experience with pre-award and post-award activities, including solicitation, negotiation, award, administration, and closeout.
  
• Proficiency in conducting price and cost analysis and developing negotiation positions.
  
• Strong communication, analytical, and negotiation skills.
  
• Ability to obtain and maintain a Secret security clearance.
