Job Description:
Qualification and Experience:
- Certified as a Project Management Professional (PMP) by the Project Management Institute and in good standing.
- Two (2) years of experience implementing Health Information Exchange (HIE) Public Health-specific use cases.
- Experience working with a Qualified Health Information Network and an understanding of the application of the Trusted Exchange Framework and Common Agreement to Public Health.
- Five (5) years of experience managing projects for Florida Government Agencies requiring direct oversight of the Florida Legislative bodies.
- Five (5) years of experience developing and maintaining detailed project plans (work breakdown structures).
- Five (5) years of experience leading project teams and effectively conducting projects to meet objectives.
- Five (5) years of experience delivering projects in the agreed schedule, to the correct technical specification (i.e., defined to meet user requirements), within the approved budget and other specified criteria.
Job Duties:
- Coordinate with the Department’s sister agency, the Agency for Healthcare Administration (AHCA), to secure funding in support of the application of Health Information Exchange (HIE) to public health use cases at the direction of the Department.
- Develop revenue projections based on anticipated AHCA CMS funding and the schedule of anticipated HIE public health and EHR initiatives at the direction of the Department.
- Perform outreach to HIE Participants by serving as the point of contact with external organizations to coordinate engagements to initiate patient data exchange and troubleshoot existing connections, at the direction of the Department.
- Facilitate the adoption of HIE to support public health use cases, as directed by the Department.
- Develop weekly and monthly Project Management reports detailing the project's accomplishments, issues, and task progress, as directed, within the timeframes established by the Department. Each Project Management report must outline the impacts of project performance on the resources of the division and agency and include projections of future performance that are appropriate for an Executive-level Project Manager. Submit the Project Management reports as directed by the Department.
- Organize and conduct meetings with project staff, management, and stakeholders as assigned by the Department. Business stakeholders may be end-users of the Health Management System, Department staff involved in the processes automated by the software, or other Department staff who are consumers of the data collected within the software.
- Develop and maintain project schedules and timelines on a weekly basis as directed by the Department. Each project schedule must include activity sequencing, dependency identification, activity duration estimates, and documentation of activities using Microsoft Project or Microsoft Office applications.
- Correspond daily with project teams, project managers, internal and external stakeholders, and agency executive management regarding project proposals, activities, deliverables, and status as directed by the Department. Communication methods can include both verbal and written. Internal stakeholders may be end-users of the Health Management System, Department staff involved in the processes automated by the software, or other Department staff who are consumers of the data collected within the software. External stakeholders may be Florida state agencies, Federal EHR Certification bodies, Authorized Testing and Certification Bodies, or software vendors.
- Ensure effective and efficient resource allocation of project activities through project planning, project organization, and resource skillset assessment tools on a weekly basis as directed by the Department. Communicate opportunities for improving resource utilization to management verbally or in written form utilizing Microsoft Office tools.
- Complete job-required training as assigned by the Department. Submit verification of each training (i.e., completed sign-in sheet, certification of completion, etc.) as directed by the Department.
Education and Certification:
- Project Management Professional (PMP)
- A bachelor’s degree or master’s degree in Business Administration, Communication, Information Systems, or other related fields is required. Equivalent work experience may substitute for the educational requirement.
