The TPM for Army Projects is the strategic engine behind the delivery of mission-critical hardware to the warfighter. Unlike a traditional PM, this role requires deep technical literacy to translate complex engineering challenges into relevant requirements based capabilities for Program Managers (PMs) and Product Managers (PdMs). You are responsible for ensuring that all engineering efforts align with the DoW's design drivers and can performed in resource constrained environments.

Core Responsibilities

Acquisition Lifecycle Management: Lead the project through the DoW Acquisition Lifecycle, managing inputs form the business development and sales process to align with engineering roadmaps and milestones. You will manage the development and delivery of all CDRLs (Contract Data Requirements Lists), including Technical Data Packages (TDP) and Supplemental Data for Software (SDRL).

Requirements Traceability: Own the mapping of customer Capability Development Documents (CDD) to internal engineering specifications developed in the technical baseline. Responsible for ensuring that all listed requirements and design standards are met with the technical baseline.

Field Exercise (FTX) & Soldier Touchpoint Coordination: Organize and lead "Soldier-in-the-loop" testing. You will translate direct feedback from ground units into actionable engineering change proposals (ECPs) to improve ergonomics and UI/UX.

Integrated Master Schedule (IMS) Integrity: Develop and maintain a resource-loaded IMS that accounts for customer-mandated testing windows at both national and international facilities and locations.

Risk & Opportunity Management: Lead the Risk Management Board (RMB). You must identify technical "long-poles"-such as component lead times or software integration hurdles-and develop mitigation strategies that satisfy Government oversight.

Inter-Agency Liaison: Serve as the primary point of contact for Army DEVCOM, ATEC (Army Test and Evaluation Command), and various PEOs to ensure the system meets stated requirements.
- Technical Baseline: Manage and co-own the technical baseline of the project along with the Chief Engineer. Coordinate Engineering Review Boards (ERB) at a fast pace to ensure rapid iteration, prototyping, and delivery
Key Qualifications:
- Experience: 6-10 years of experience in defense project management.
- Education: Bachelor's degree in a relevant STEM field (mechanical engineering, aerospace engineering, electrical engineering, etc.)
- Technical Knowledge: Firm understanding of RF Fundamentals, Electrical Engineering Fundamentals, and engineering process management. Must be familiar with defense MOSA standards and prepared to discuss system architecture with external stakeholders.
- Process Expertise: Advanced proficiency in Earned Value Management (EVM) and the ability to pass baseline reviews with internal and external auditors.
- Certifications: PMP or PMI-ACP preferred but not required.
- Operational Context: Familiarity with DoW and Electronic Warfare (EW) principles and how dismounted electronics fit within Military Occupational Specialties (MOS)
- Self-Starter: Must be able to execute a road map with little oversight and a high level of autonomy of execution.
