Position Overview

The Contract Manager (CM) is responsible for managing AITC’s Contracts department. The CM works closely with other department managers and senior management to achieve company goals. Oversees Contractual activities to ensure compliance with Federal, State and Local Government rules and regulations.

Advises senior management and provides solutions to contract related issues that may potentially pose a risk to or have a negative impact on the company.

Responsibilities / Duties

  • Authors and presents Annual Contracts Management Organizational Plan
  • Leads the contract administration staff and contractual activities for the company.
  • Responsible for developing, maintaining, and reporting on annual organizational budget vs plan
  • Provides guidance to Contracts staff, assigns tasks and monitors the workload.
  • Supports Business Development and Proposal activities
  • Responsible for bi-weekly organization reporting to Executive Management
  • Lead in documenting and maintaining Contracts Management policies, procedures, and processes
  • Provides advice and guidance to the different teams relating to contract compliance and generation of subcontracts.
  • Responsible for the enhancement of all Contract Management policies, procedures, and processes, especially Subcontract Management. Responsible for preparing for and passing ISO and CMMI audits.
  • Prepares NDAs and TAs/Exhibit A in support of Business Development.
  • Participate in Engineering Process Group (EPG) and represent AITC Contracts Management
  • Ensures critical company registrations are completed and updated on time with accurate information.
  • Develops and updates Contract, Subcontract and Consultant Management processes and oversees compliance with the processes.
  • Participates in audits for company certifications.
  • Maintain excellent working relationships with clients to ensure their needs are met
  • Create, prepare, review, negotiate and edit contracts.
  • Works closely with and coordinates with Business Development, Program Management, Human Resources, Finance and Accounting Managers and Senior Management on related processes that cross departments.
  • Provide support and advice on new potential businesses opportunities
  • Identify opportunities to improve business processes and devise plans to implement these changes.
  • Client KO interaction from Contracts Management perspective, including lodging of questions, responses, and potential protests
  • Maintain AITC LLC contractor status in Government data bases, e.g., SAM, others
  • Maintain AITC LLC contractor status for eligible GSA and other Agency contract vehicles as applicable.
  • Experienced in FAR/DFAR and DCAA compliancy.
  • Lead Interface to AITC LLC Legal representation as applicable
  • Single line of communication to Government Contracts Office for bid receipt, proposal submittal, contracts questions and responses, etc. AITC LLC focal point for distribution of received Government information to correct AITC organization and responsibility only.
  • Corresponds with contracting officer and ensures contractual terms and conditions are fulfilled.
  • Generates, maintains, and audits a central contract-resource files.
  • Ensures that necessary procedural controls exist.

Minimum Requirements

  • Minimum 15 years work experience in contract administration for the US government or federal contractor.
  • Minimum of 3 years in a management position overseeing the performance of others.
  • Working understanding of the Federal Acquisition Regulations (FAR).
  • Work independently and as part of a team

Preferred Skills/Knowledge

  • Excellent written and oral communications skills, attention to detail, strong organizational skills, computer proficiency, and the ability to work under strict deadlines in a fast-paced environment
  • Strong analytical, problem-solving, customer service and decision-making skills
  • Proficiency in MS Office applications (Word, PowerPoint, Outlook, Excel)

Physical Demands

  • Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards.
  • Must have the ability to lift and carry up to 10 pounds occasionally and walk short distances.
  • Repetitive motion.
  • Substantial movements (motions) of the wrists, hands, and/or fingers.
  • Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing: viewing a computer monitor; extensive reading.
