Project Overview
Seeking an experienced Project Manager to support the implementation of a large-scale, complex Law Enforcement Records Management System (LERMS). This role operates within a local government IT environment and is responsible for managing end-to-end software implementation projects using both Waterfall and Agile methodologies.
The Project Manager will work closely with software developers, business analysts, IT leadership, vendors, and end users to ensure successful delivery of a vendor-based enterprise solution that integrates multiple databases and applications.
Project Management & Delivery
- Manage full lifecycle IT projects from requirements gathering through deployment and post-implementation support.
- Apply Agile and Waterfall methodologies, including Scrum Master responsibilities.
- Track project progress, timelines, dependencies, risks, and deliverables.
- Coordinate cross-functional teams to ensure timely and successful project execution.
Stakeholder & Vendor Management
- Act as the primary liaison between business stakeholders, technical teams, vendors, and County leadership.
- Manage vendor relationships, including solution demonstrations and implementation oversight.
- Provide regular project status updates, reports, and presentations to stakeholders.
Business & Process Analysis
- Analyze existing business processes and identify opportunities for improvement.
- Gather, document, and translate business requirements into functional and technical specifications.
- Facilitate workshops, interviews, and design sessions with stakeholders.
Change & Risk Management
- Support organizational change management activities related to system implementation.
- Conduct impact assessments and assist with training material development.
- Identify project risks and proactively implement mitigation strategies.
Testing, Budget & Infrastructure Coordination
- Support test planning, execution, and issue resolution prior to deployment.
- Develop and manage project budgets, including capital budget updates.
- Coordinate infrastructure setup and estimate future infrastructure costs in collaboration with IT teams.
Continuous Improvement
- Conduct post-implementation reviews and recommend system enhancements.
- Monitor system performance and user experience to optimize functionality.
Required Experience & Skills
- 7+ years of experience managing complex IT software projects in large organizations.
- Proven experience delivering end-to-end software implementations.
- Strong experience with Scrum ceremonies (sprint planning, stand-ups, demos, retrospectives).
- Experience managing remote or distributed teams.
- Strong analytical, problem-solving, and decision-making skills.
- Excellent written and verbal communication skills.
Technical Skills
- Advanced proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
- Strong experience using Microsoft Project, Teams, SharePoint, and Azure DevOps.
- Expertise in creating and maintaining project documentation such as:
- Project Charters
- RACI Matrices
- Status Reports
- User Stories
- Requirements Documentation
Education & Certifications
- Bachelor's Degree in Business Administration, Computer Science, Information Systems, or related field.
- PMP, CSM, or equivalent certification strongly preferred.
- Additional related experience may substitute for education on a year-for-year basis.
